Presentation of the case
Mateus Lau was a member of the Sakunar militia, one of more than twenty militia groups operating in East Timor to suppress the population who supported independence from Indonesia in 1999. Lau was accused of one count of murder as a crime against humanity for the murder of a civilian who was attempting to flee to West Timor after an attack on his village.
In December 2004, Lau was convicted of the charge by the District Court of Dili and received a sentence of eight years’ imprisonment. The conviction and sentence were upheld by the Court of Appeal in April 2005.
