General Introduction
The Institute for International Criminal Investigations (IICI) is an independent international organisation constituted for the purpose of educating professional criminal investigators. More specifically, the Institute develops and enhances the techniques and knowledge necessary to impartially investigate war crimes, crimes against humanity, and genocide, and for the purpose of deploying multi-disciplinary teams to investigate such crimes. The Institute pursues these aims as an apolitical, non-profit, non-governmental organisation in close cooperation with duly constituted judicial bodies, including the Ad Hoc Criminal Tribunals, the United Nations, and the International Criminal Court, with a view to gathering evidence for use in judicial proceedings in internationally recognised fora.
The IICI meets the challenges of 21st Century international criminal justice through its two wings: the Academy and the Investigation Wing. The Academy brings detectives from around the world to the International Investigator Course (IIC), to teach the skills vital to the investigation of international war crimes and crimes against humanity. The Investigation Wing organises qualified investigators around the concept of the Ready Response Team (RRT), a small, mobile multi-disciplinary group designed to respond to crime scenes in a timely manner to gather, preserve and protect physical evidence and the testimony of victims and witnesses.
The Institute’s Headquarters is in The Hague with its American office located in San Francisco.
