Milan Lukić was the leader of a Bosnian Serb paramilitary unit in Višegrad (south-eastern Bosnia and Herzegovina) known as the “White Eagles” or “Avengers”. The group worked with local police and military units in exacting a reign of terror upon the local Muslim population during the 1992-1995 conflict. Lukić has been indicted by the International Criminal Tribunal for the former Yugoslavia (ICTY) for persecutions on political, racial and religious grounds, murder, inhumane acts, cruel treatment and extermination. He was originally indicted with his cousin, Sredoje Lukić, and Mitar Vasiljević. On 24 July 2001, with Milan and Sredoje Lukić still at large, the Trial Chamber ordered that Vasiljević be tried separately.
On 31 March 2006, Milan Lukić pleaded not guilty to all charges.
