The United Nations Secretary-General has announced that Robin Vincent officially commenced his duties as Registrar of the Special Tribunal for Lebanon. He was appointed by the Secretary-General on 10 March 2008 and is the first official of the Special Tribunal to take up his functions. Mr. Vincent will initially concentrate his activities on preparing the premises of the Tribunal, coordinating the transition between the International Independent Investigative Commission and the Tribunal, recruiting core staff, and finalising the Tribunal’s budget.
On 30 May 2007, the United Nations Security Council agreed to establish a tribunal to try the suspected killers of the former Lebanese Prime Minister Rafik Hariri. Security Council Resolution 1757 entered into force on 10 June 2007. The Tribunal will be located in Leidschendam, The Hague.
Rafiq Hariri died in a massive car bombing in Beirut on 14 February 2005 which killed 22 other people.
